TfL Managing Director of Surface Transport, Leon Daniels said Garrett had:

“…highly effectively managed the performance of the organisation to keep London’s road network moving; introduced our nationally ground-breaking roadworks Lane Rental scheme; delivered the Road Modernisation Programme (more than doubling capital investment in the road network); overseen the creation of the Cycle Superhighways; transformed the cycle hire scheme and, of course; through the planning, implementation and overall management of the Games Lanes and Olympic Route Network, played a key part in the delivery of the fantastically successful London 2012 Olympic and Paralympic Games.”
